All authors who have been accepted must register for the conference and attend the conference to present their paper. Authors who do not register will not have their paper published in IEEE Xplore, per IEEE policy. If an accepted author is unable to present in person, he/she should seek a co-author to present their paper. 

IEEE reserves the right to exclude a submission from distribution after the conference, including exclusion from IEEE Xplore, if the submission does not meet IEEE standards for scope and/or quality. Articles excluded from further distribution shall be archived by IEEE but shall not be indexed or appear on IEEE Xplore.

This document should adhere to the following guidelines:

  • The IEEE conference template must be used.
  • The content must adhere to general standard for a conference paper and is expected to include the title, author list and affiliations, abstract, references, and figures.
  • The maximum total length of your paper is 4 pages.
    • References of ½ page or less in length must be included within the standard 4-page limit allocated for technical content.
    • References exceeding ½ page in length may extend into a fifth page. The technical content may never exceed 4 pages.
1. Register Online

You MUST register before uploading your final paper. An accepted paper will be published in the proceedings only if the full-fee registration payment for one of the authors is received and correctly processed by May 10, 2026 - no exceptions. 
One author who has paid the FULL NON-STUDENT “Member” or “Non-Member” registration fee may present up to two papers provided that the author is:
✅Registered AND 
Attends the Conference to present his/her paper

NO PAPER WILL BE PUBLISHED WITHOUT THE AUTHOR’S COMPLETED REGISTRATION AND PAYMENT.
 

2. Final Manuscript

From the final manuscript formatted as instructed above, authors must generate the electronic version in PDF format. Regardless of its initial format, the file containing the final version of the paper must be transformed in the PDF format using the IEEE PDF eXpress webtool. PDF files generated by means of other tools are not acceptable.

To generate the IEEE Xplore compatible PDF file of your paper, follow these steps:

  1. First-time users: Go to ieee-pdf-express.org. Select "Create Account" under the login box, then enter your email address, a memorable password, and the Conference ID 69339X.
  2. Previous users: Go to ieee-pdf-express.org. Enter 69339X for the Conference ID, your email address, and enter the password you used for your previous account. When you click "Login", you'll receive a prompt saying your information is already in the database. Select “Yes”. By entering your previously used email address and password combination, you will enable your account for access to the conference.
  3. Click Create New Title and enter identifying text (your paper title works best). Select Continue.
  4. Click Browse, choose your file, and upload it. Select Continue.
  5. Wait 1–2 minutes for validation and conversion. When the Success window appears, click OK.
  6. You’ll receive an online and email confirmation of successful upload.
  7. Download the converted PDF (Adobe PDF icon under Action) and verify the formatting—this is important, as the conversion may alter your file.
    1. If the PDF isn’t correct, click Try Again to resubmit your source file. If issues persist, you may request a Manual Conversion (not recommended).
  8. Once satisfied with the PDF, click the check mark under Action to Approve.
    IMPORTANT: The PDF that is generated through PDF eXpress needs to be uploaded to Oxford Abstracts; it does not get uploaded from here.
  9. If your PDF submission fails, click Try Again and use the support links or request Technical Help through your account.

 

3. Upload your IEEE Xplore-Compatible PDF Manuscript to Oxford Abstracts
  1. Log in via the ICMC 2026 Final Full Paper Submission Portal
  2. Complete all required sections (title, abstract, authors, etc.)
  3. Upload your paper – Upload your paper directly to Oxford Abstracts by selecting the upload icon at the bottom of the form. Submissions are due by May 10, 2026.
